Abstract

Police use of firearms and other forms of police force in Germany are not sufficiently transparent and are inadequately documented in detail. Moreover, academic research opportunities are limited due to barriers in data access. Evidence-based police research requires systematic data collection, improved research access to case files and video material, as well as institutional reforms. Only through increased police accountability and transparency can both democratic oversight and professional policing be strengthened.
